1.The Contractors having minimum qualifications have been modified as following and eligible bidders are encouraged to visit for the bid documents and then submit their bids:

a) Having been involve in construction field since at least last 10 years.

b) Average annual Construction Trunover (AACT) of last Five year: NRs. 150,000,000.00 calculated as total certified payments received for contractors in progress or completed in the last 5 years.

c) Similar nature of work: One no. 0f Multi Story RCC Frame Structural Commercial Building with single Basement, MEP and Managing Environment, Health and Safety Aspect Works that has been successfully completed within last five years with the value of NRs 90,000,000.00

d) Must deomonstrate experience of the following key Activities:

i. Concreting M25 of Higher Grade: 350 Cum per year

ii. Reinforcement Works: 111 Mt per year

iii. 1:4 first class brick masonry work; value 300 cum. per year

e) Must demonstrate financial resources of NRs. 25,000,000.00 i.e. (Working Capital+Credit Facility-Current Commitments)>25,000,000.00 and Bid Capacity of NRs. 150,000,000.00

f) Bid security NRs. 7,000,000.00 having validity of minimum 180 days from the last date of bid submission. The last date of bid submission is 10th Dec, 2025 till 2:00 PM and Opening will take place on the same date at 3:00 PM at Mulitpurpose Finance Limited, Corporate Office, Janakpurdham-04, Dhanusha, Nepal.

g) JV not allowed.

h) Other requirement document: Company, VAT and Contracting License registration and renewals where applicable and tax clearance certificate for the FY 2081/82 required during bid submission along with submission letters for Technical Bids and Financial Bids in separate envelopes enclosed in single envelop for single stage two envelop procedure (1S2E).

i) Submission of site visit Records (Letter from Employer & Site Visit Photographs) mandatory.

j) Having no history of blacklisting by Government agencies and / or the private companies in the last 5 years.

Details qualitification/evaluation criteria of the Tenders are more elaborately described in the bidding documents.

2. Qualified eligible tenders may obtain further information from Multipurpose Finance Limited and inspect the bidding documents at the address given below during business hour.

3. A complete set of bidding documents in English language can be received by qualified eligible bidder upon proof of deposition of a non-refundable Tender document fee amount of NPR 10,000.00 deposit in the A/C number of the company as mention below. Eligible bidder intending to purchase tender documents in hard copy format must conform in email at least one day prior to receiving date.

4. Tenders must be delivered to the address below at and before 14:00 hours local time on the 10th December, 2025 late tenders/bids will be rejected. The Opening will take place on the same date at 3:00 PM at the corporate office of MPFL.

5. All bids must be accompanied by a letter of assurance that the bidder will not withdraw after submission of bid until the bid validity period. Further, the bidder shall accept the correction made to the tendered rates and furnish the performance security within the specified time and sign the agreement if its bid is accepted from evaluation and negotiation.

7. Bid Must be valid for a period of 120 days counting from the day of bid opening and must be accompanied by a bid security of 7,000,000.00 having validity of 180 days (cash or bank guarantee) in above bank account and submit the original deposit of bank deposit receipt or bank guarantee along with bid documents.

8. If the given date happens to be an official holiday, the next working day shall be considered as the days for the tender submission and bidder must submit the site visit evidence along with the submission of bid.

9. The Employer reserve the right to accept or reject, wholly or partly any or all the bids without assigning any reason, whatsoever
